As with SEER, the higher the HSPF rating of a unit, the more energy efficient it is. And as long as you implement the proper clearance around the outdoor unit during the installation, the air flow would be optimal and will help make the heat pump even more energy efficient.  Heat pumps are commonly used in markets that rarely hit freezing temperatures.
